[sidenav] is "CLEAR BROWSING DATA" a paper-item or paper-button?

Issue description

bugs: repro steps (I did X and expected Y but Z happened!)

1. press mouse on "CLEAR BROWSING DATA"

what do you expect?
well, it's YELLING AT ME WITH ALL THE CAPS, so I expected it's a <paper-button>.  this means that I expect to see rounded corners and a slightly different ripple, maybe?

what do you get?
something that looks more like a <paper-item>

I had a paper-button a while ago and it looked suuuper weird to just have this one different thing in the sidebar. I think the consistency of the paper-item outweighs any signalling that a paper-button provides.

Feel free to reopen if you or bettes@ feel differently.
