bugs: repro steps (I did X and expected Y but Z happened!)

0. sign out of (or never sign in to) Chrome
1. click on synced tabs on chrome://history with MD

what do you expect?

what happens instead?
blank tab with no "Nothing to see here..." nor "Sign in to Chrome!" promo.  there's really no indication this page has loaded successfully; could've even just errored out in the console for as far as I know :(
