bugs: repro steps (I did X and expected Y but Z happened!)

1. focus "Search history" toolbar

what do you expect?
that the text either a) doesn't disappear (as disappearing placeholders are kind of a bummer, especially if I haven't typed anything yet), b) it disappears more smoothly or instantly, possibly tied with beginning or ends of the overall animation

additional info: this should probably work either the new tab page -> omnibox transition (instant), or more smoothly like polymer-project.org's search box maybe?
