Sometimes I get a network error page instead of NTP on initial signin |

Issue description1) Sign in to chrome with wifi turned on but no networks configured 2) Instead of my expected NTP, I get a network error page trying to load a www.google.com page. I don't know if there's a bug in our offline detection, or something else, but I'd expect that I should *never* get a network error page when displaying the NTP. 53.0.2763.0 dev (64-bit)
