Sometimes I get a network error page instead of NTP on initial signin

1) Sign in to chrome with wifi turned on but no networks configured
2) Instead of my expected NTP, I get a network error page trying to load a www.google.com page.

I don't know if there's a bug in our offline detection, or something else, but I'd expect that I should *never* get a network error page when displaying the NTP.

Hi Drew,

I wasn't able to reproduce on 46.0.2490.13 (old dev release that was on the device) and I wasn't able to reproduce it after the device upgraded to 52.0.2743.32 dev

Can you reproduce the issue with an official dev release (your version number indicates a trunk release)?
