Regression: Weird flickering is seen on rotating the screenshot in Gallery.app

What steps will reproduce the problem?
(1)Sign in to user>> take 2, 3 screenshots>> go to Files.app>> Open it in gallery>> go to edit settings>> set contrast and brightness to extreme high (100%)>> rotate the image and observe

Expected: Weird flickering should not be seen on rotating the screenshot
Actual: Instead Weird flickering is seen (Refer screen cast)

his is a Regression issue as issue is not seen in M50: 50.0.2661.103/7978.74.0 stable-channel Daisy

Issue is not applicable to Linux and Windows

Confirmed.
Image without brightness and contrast is seen before rolation starts.
