Regression: Unable to exit from full screen mode when sign in overlay is opened.

Issue descriptionChrome Version: 53.0.2767.0 (Official Build)92614dc154ad143a1ef9849ae0fe90c02df09f30-refs/heads/master@{#399650} 32/64-bit. OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS) What steps will reproduce the problem? 1. Launch chrome, click on avatar icon from top right corner and click on 'sign in to chrome' button. 2. Now, click on Full screen icon from wrench menu and then press 'F11' key to exit from full screen mode and observe. Actual: Nothing happens on pressing 'F11' key from keyboard. Expected: Should be able to exit from full screen mode on pressing 'F11' key or Full screen icon should be disabled in wrench menu when sign-in overlay is opened. Note: We are only able to exit from full screen mode after closing the Sign-in overlay. This is a regression issue, broken in M-49 series, below is bisect info. I'm unable to reproduce this on Mac (I'm able to enter/exit full screen mode). Can you confirm whether this is still reproducible on Windows?

With response to comment #5: Retested this issue on Windows machine using latest Canary # 60.0.3096.0 It's still reproducible. i.e. we are unable to exit from full screen mode using 'F11' key when Sign in to Chrome overlay is opened. Attaching screen-cast for reference.
