Regression : Bottom line of search field is seen missing in chrome://downloads.

Issue description

Version: 53.0.2767.0 92614dc154ad143a1ef9849ae0fe90c02df09f30-refs/heads/master@{#399650} (32/64-bit)
OS:  Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome and go to chrome://downloads
2) Click on search icon in top RHS of page and zoom out the page to 67%.
3) Now click anywhere on the page and observe the search field.

Actual : Bottom line of search field is seen missing.
Expected : Bottom line of search field should be seen properly.

This is a regression issue broken in 'M-46' and below is the manual regression and Narrow bisect info:
Good build : 46.0.2487.3
Bad build : 46.0.2488.0

Suspecting : r344224 from Narrow bisect

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned.

So this bug doesn't languish, I'm unassigning myself.
