Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.84 Safari/537.36 Steps to reproduce the problem: 1. Open Developer Tools 2. Open Device Toolbar 3. Choose "Nexus 5X" device 4. Go to google.com site (or any another) 5. Try to swipe empty page region horizontally with mouse gestures What is the expected behavior? Scrolling of unscrollable elements must not change page position What went wrong? Page goes out of screen Did this work before? Yes Chrome version: 51.0.2704.84 Channel: stable OS Version: OS X 10.11.5 Flash Version: Shockwave Flash 21.0 r0

I can reproduce this in 51, but not in 53. @dtapuska: could this be introduced by https://chromium.googlesource.com/chromium/src/+/19ebfa5187a21692b8d103c332e9692459d14148 , and then fixed by https://chromium.googlesource.com/chromium/src/+/e7dd21de6085f5cdc0cfe4eaeeda56f27006761c ?

I'd have to root cause what the exact fix was; I'm guessing an ObserveWheelEvent was getting called when it shouldn't. Branch for M53 is next week; can this wait it doesn't seem all to serious.
