DIsplaylink Adapter UGA-165, mouse is Jerky, poor performance.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8172.47.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.79 Safari/537.36
Platform: 8172.47.0

Steps to reproduce the problem:
1. Plug in Displaylink UGA-165 adapter, move mouse on external screen or chrome window, movement is not smooth.  

What is the expected behavior?
Mouse movement and dragging should me smooth. 

What went wrong?
Using Display link USB 2.0 adapter UGA-165 does not have smooth movement on external screen

Did this work before? No 

Chrome version: 51.0.2704.79  Channel: stable
OS Version: 8172.47.0
Flash Version: Shockwave Flash 21.0 r0

Lowering resolution seems to help, but running resolutions of 1280 x 1024 on 19", also running on a 24" with 1920 x 1080 with same results. Devices tested from include an Asus chromebox, Acer c720.

When using the same adapter with the same resolutions on Win 10, have no issues at all.

Well, displaylink 1.0/2.0 is slow, there isn't much we can do about it...
Same displaylink adapter, same resolution on Windows works fine, but not on chrome os, I would question the throughput being the issue.
