Regression: Faded Maximize/Minimize/close buttons is seen in Files app

Version: 53.0.2764.0/8451.0.0 (Official Build) dev-channel daisy,peppy,blaze

What steps will reproduce the problem?
(1) Sign in to user >> Open Files app >> Now click on some other opened tab so that Files app goes behind it.
(2) Rotate the screen 4 times using ctrl+shift+reload button >> Now open files app by clicking it from shelf and observe close/minimize/maximize icons

Expected: close/minimize/maximize icons should be visible on re-opening filesapp when focus is in it.
Actual: Instead those close/minimize/maximize icons are seen faded.

NOTE: 1. Even clicking inside files app doesn't highlight those icons. 
2.Those icons gets highlighted when you hover mouse on those.

This is a regression issue as it is working fine in M50.i.e; 50.0.2661.103/7978.74.0 stable channel daisy.

@fukino: Please confirm the issue.

Able to reproduce the issue on Peppy using chrome version 53.0.2764.0/8451.0.0

Ben, could you triage this? This looks like a visual issue on Chrome apps header buttons.

Is rotating the screen 4 times a necessary part of the repro? If so I have no idea what it could be, sounds ChromeOS specific.
