Issue descriptionVersion: 53.0.2766.0 e40502b71c9bd4f548118550952afd5d6a158bc4-refs/heads/master@{#399363} (32/64-bit) OS: Windows (7,8,8.1,10),Linux (14.04 LTS) URL : https://chrome.google.com/webstore/category/apps?utm_source=chrome-ntp-icon What steps will reproduce the problem? 1) Launch chrome, navigate to above url and open devtools 2) Press 'Esc' key from keyboard to open console bar and click on iron icon in top left of console bar and select 'animation' 3) Now 'Select and effect above to inspect and modify' message is seen under 'animation' window. 4) Now resize the devtools window to RHS such as scroll bars are displayed and observe the text message. Actual : Text message is seen chopped from top even after window is fully scrolled upwards. Expected : Text message should be seen properly when window is fully scrolled upwards. This is a non regression issue seen from 'M-49' series.(Build : 49.0.2575.0) Note : 1) This is a newly added feature seen from Build : 49.0.2575.0 2) Issue is not seen in Mac OS.

With response to comment #2 : Correction : Actual : Complete message does not appear even after scroll bar is fully scrolled up. Expected : Complete message should be seen after scroll bar is fully scrolled up. Note : Issue is reproducible in 53.0.2767.0.Please refer the attached screenshot.
