Bookmarks bar does not go away on a blank page even when Show Bookmarks bar menu item is unchecked

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.84 Safari/537.36

Steps to reproduce the problem:
1. Open up chrome and bookmarks bar shows up on the blank page
2. Right click on the bar and I see the Show Bookmarks Bar is already unchecked but the bookmarks bar still shows up.
3. 

What is the expected behavior?
Bookmarks should go away when the "show bookmarks bar" is unchecked on a blank page

What went wrong?
I opened up chrome and on a blank page and I see the bookmarks bar on the blank page. So I right clicked on the bookmarks bar and saw that the "Show Bookmarks Bar" is already unchecked but the Bookmarks bar still shows up.

Did this work before? N/A 

Chrome version: 51.0.2704.84  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0
