[On startup] Should stay in "Open a specific page..." when deleting last page

If the user deletes the last page from "Open a specific page..." section, we currently switch the user to "Open the New Tab page". We should keep the "Open a specific page..." option selected and let the user add new pages. Maybe have a default page that appears when no other pages exist?
