Search engines: add a link to help article around "omnibox" |

Issue description(1) Top Level: Search engine drop down text size is too large and too bolded (compare to Font Size drop down (2) Top Level: Change text "Search engine used when searching from the omnibox" to "Set which search engine is used when searching the omnibox" See mocks [1] (3) Top Level: "search engine" in the string should be a link to (https://support.google.com/chrome/answer/95426?p=settings_omnibox&rd=1).
