[Languages] Clicking an input method row should open settings page

When expanding the "language" section, we should remove the gears and instead make the individual language rows clickable.

Summary: [Languages] Sub-page fixes (was: [Languages] Make language rows clickable)
Rows no longer have subpages due to the UI being in the 3-dot menu. New requests are:
 
1) Having checkboxes in the 3-dot menu. Could we make those just have toggle-able checkmarks instead?

2) Input methods section still has rows with a settings gear, and only the gear is clickable.

 Issue 654964  tracks #1.1, so leaving this just about #1.2.

Clicking an input method row should open the settings page. We should remove the gear.
