cq_stats.py is flaky on infra tree

Issue description

It looks like it's flakily reporting coverage for cq_stats.py, and the tests for it.

There's a comment with sergiyb on https://chromium.googlesource.com/infra/infra/+/master/infra/tools/cq_stats/cq_stats.py#607, so I'm assigning this to you. Please fix this, if you know how, or assign this to someone else if you don't know how to; this is closing the tree fairly frequently.

Thanks for reporting this. I am aware of the issue and will fix it as time permits. Right now I am already fixing flaky infra tests in issue 619481. All flakes surfaced after I've enabled --jobs=1, so it seems we've had them before, but actually didn't run the tests on CQ or on waterfall.
