Remove 10 minute cooldown period when remote rebooting a kiosk device.

mlight@ - please test / verify this change once its available. You can check the chrome diff from goldeneye to find out if the change made it into latest chrome build.

Verified in M-53, ChromeOS version 53.0.2785.4, platform 8530.5.0.

Reboots can occur as quickly as one can click "REBOOT NOW" in Cpanel, with no cool-down period in between.
