Server error in sync internals when a bookmark folder is created.

ENVIRONMENT and STATS
Chrome version: 53.0.2761.0
Sync server: testgaia

REPRO STEPS
1. Setup Chrome for testgaia server.
2. Sign in to chrome with a testgaia account.
3. Create a bookmark folder
4. Open chrome://sync-internals

ACTUAL RESULTS
Server error is displayed (see the attached screenshot)
Also the newly created bookmark folder is not synced to other syncing clients.

EXPECTED RESULTS
New folders are synced without any errors.

Status: Verified (was: ExternalDependency)
This is working fine now. Verified in 54.0.2840.16 against testgaia server.
