Issue description
Chrome Version : 51.0.2704.84
URLs (if applicable) :
Other browsers tested:
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari: UNKNOWN
Firefox: FAIL
IE: OK
What steps will reproduce the problem?
(1) Select 'don't show any images' in Content settings
(2) Open any page with images
What is the expected result?
ALT tag must be shown.
What happens instead?
Display nothing
Please provide any additional information below. Attach a screenshot if
possible.

I couldn't reproduce the issue with a simple URL like data:text/html;charset=utf-8,<img alt="AAAAALLLLTTT" src="http://www.google.com/images/logo.png"> oatkachenko@, can you provide a complete HTML to reproduce the problem please?
