Issue descriptionsee bug 613576 , where we made the text size as tall as possible given the actual text the badge would display. Now users complain that the text at this larger size (and with smaller MD icon width) is getting clipped/elided horizontally. On the one hand, the documentation makes no promise of a certain width (and recommends 4 or fewer characters); on the other hand, if an extension wants to display wider text, e.g. "12:45", we could just make the text small enough to fit it all (at the expense of readability). Hence, the size should be min(biggest size that will fit vertically, biggest size that will fit horizontally) Devlin, wdyt?

Of course the second we change this, we're going to find extensions that have been putting obscenely long text in the badge and relying on an ellipsis, so that suddenly it goes from semi-useful "123..." to unreadably small text.

Since we say "should contain four characters or less", I'd say any extension relying on that is probably not something we should optimize for. That said, we could also add some UMA in SetBadgeTextFunction to see what type of distribution we get - that might be worthwhile before we make any decisions.
