Support smart text selection for touch screen on desktop chrome platforms

Smart text selection aka direction-based selection granularity strategy has been the default mode on Chrome on Android 5.0 and later since mid 2015 (see https://codereview.chromium.org/1175703002).

We should consider using the same approach for touch screen on desktop platforms as well. We should probably leave the mouse-based selection without change.
