Rename MostVisitedSites to NTPTilesService

The current name is unclear or just plain wrong; MostVisitedSites integrates TopSites, MostLikely, and PopularSites.

All these things are tiles on the new tab page, and the thing that provides them should logically be NTPTilesService.

(listed as blocked on the class actually being a service, but I suppose the issues could be resolved in either order, or simultaneously)
