DevTools: Device mode - 4K emulation not 4k

Project Member Reported by jonathan.garbee@chromium.org, Jun 13 2016

Issue description

"4K UHD is a resolution of 3840 pixels × 2160 lines" [1]. Our current emulation for this is 2560 x 2545. Which to me seems quite off horizontally. Either we should be able to handle full-4k or the option for this should be removed.

To get to this, set your DM to "Responsive" and use the grey quick-select bar to go up to a Large Laptop, then the next refresh will bring one more option which is 4k to go to.
