Non-Regression: Wallpaper is not getting (tick mark) disabled in set wallpaper overlay even after setting the second wallpaper from File.app

Issue description

Version: 53.0.2764.0/8447.0.0 (Official Build) dev-channel daisy_Spring, Gnawty, Parrot
OS: Chrome

What steps will reproduce the problem?
(1) Sign in to user>> go to set wallpaper overlay keep some thing as wallpaper>> then go to Files.app keep something as wallpaper using set wallpaper feature from right click context menu>> and observe set wallpaper overlay 

Expected: The previous wallpaper should be seen disabled (Tick mark should not be seen on 1st wallpaper as we have set 2nd wallpaper from Files.app)
Actual: Instead tick mark is seen even after setting 2nd wallpaper from Files.app

his is a Non- Regression issue as set wallpaper from context menu is a new feature introduced in M50

Issue is not applicable to Linux and Windows.

@xdai: Please confirm whether this is an issue or working as intended.

Able to reproduce the issue on Chrome OS(gnawty) using version 53.0.2764.0/8447.0.0. Observed tick mark is visible even after setting 2nd wallpaper via Files.app.
