layout-test-results/results.html shows links for diff files for timed-out tests.

Issue description

Do you have any clue of why diffs files are not available for https://storage.googleapis.com/chromium-layout-test-archives/linux_chromium_rel_ng/239771/layout-test-results/results.html

I get "NoSuchKey The specified key does not exist." errors for these diff files.

Note: NoSuchKey appears to just mean that that the file wasn't found in Google Cloud Storage, so this issue is probably about why those files weren't generated and put in the results directory when the test was run.

I later realized that in this case there are no diff files because the test timed out (so there is no actual result).

I think the real bug here is that in results.html it shows links to diff files etc when none should be expected to exist.

foolip@: seems like we understand the issue, but this is not high priority. Is it OK to just leave this in Hotlist-GoodFirstBug label?
