Steps:
1.Launch chrome install extension from above url such that a new 'create account' page gets opened.
2.Press ctrl++ to zoom in the page upto 125%,click on extension icon in toolbar and observe.

Actual: Unwanted scrollbar appears after clicking the extension icon from toolbar.
Expected: No scrollbar should be seen after clicking the extension icon from toolbar.

This is a regression issue, broken in 'M-50' series,below is the bisect info.

Good build: 50.0.2644.0 
Bad build: 50.0.2645.0
