Regression: Sometimes blink of border is seen on hovering in Get help app

Version: 53.0.2764.0/8447.0.0 (Official Build) dev-channel parrot,spring,gnawty
OS: Chrome OS

What steps will reproduce the problem?
(1) Sign in to user >> Open Get help app >> Now click on any section from left navigation and hover on opened right section as shown in video.

Expected: No blink of border should be seen.
Actual: Instead unwanted blink of black border is seen while hovering.

This is a regression issue as it is working fine in 47.0.2526.106/7520.63.0 stable channel daisy. Issue is seen in 50.0.2661.103/7978.74.0 stable channel daisy.

NOTE: Blink of black border is not properly recorded in video.

This seems more like a bug in the app's CSS than in Blink's CSS handling. Moving to the help application's component.

Able to reproduce the issue on Chrome OS(gnawty) using version 53.0.2764.0/8447.0.0. Observed blink of black border on hovering in Get help app.
