Regression: Height of menulist SELECT box is larger than expected.

Chrome version : 53.0.2766.0 (Official Build) e40502b71c9bd4f548118550952afd5d6a158bc4-refs/heads/master@{#399363} 32/64 bit
OS :  Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome and go to chrome://settings.
2) Observe the Search engine button in 'Search' section.

Actual : Search engine button size is not proper in chrome://settings. 
Expected : Search engine button size should be proper in chrome://settings. 

This is a regression issue, broken in 'M-53', below is the Manual Bisect and will soon update other info.
Good Build :  53.0.2764.0
Bad Build :  53.0.2766.0

Note : 
1. Above issue also observed for 'Page zoom' and 'Font size' buttons in Web content section.
2. Above issue is also seen on Linux(14.04 LTS) OS.
