Make continuous spelling is always on

Since Blink always use continuous spelling, we don't need to check whether it is on or off. This makes Blink code base simpiler

Status: WontFix (was: Started)

There are menu item for toggle spell checking in context menu and "Edit" menu in Mac.
So, we can't make continuous spelling is always on
