CTRL should pause/resume read-all

Issue description

Mode: force_next
Version: 52.0.2743.32
Reproduction Steps: 
1. On *any* page
2. search+r to read-all
3. ctrl > ctrl

Observed:
SPeech is stopped, but not resumed

Expected:
Ctrl to pause/resume read-all

Ctrl is for stopping speech; we don't support pause/resume.
Adding a hotkey to resume speech is nice, but a user can always resume speech by invoking the read-all command... I am wondering whether this should be closed.
