builtin precision related tests in WebGL deqp failed

Run WebGL2 deqp test cases, many cases in files related to builtin precision failed.

Most failures are caused by JS code, some seems to be driver bugs. I have been working on this for a while. File this bug to trace the status.

kbr says we probably have these disabled in the tcu skip list because they are too slow, so we may not need to fix them.
