WOrd nav in Docs speaks entire bullet

Issue description

Mode: force_next
Version: 52.0.2743.32
Reproduction Steps: 
1. Open Docs with unordered list
2. Use ctrl+left/right arrow (word nav)
3. Note what happens at start/end of bulleted item

Observed:
Entire bulleted item/paragraph is uttered

Expected:
Only next/prev word nav to be spoken when using word-nav
