Archiving webkit test results on windows can take longer than running tests |

Issue descriptionI noticed the win_chromium_rel_ng bot takes a very long time uploading test results, sometimes longer than it takes to run the tests. On a recent run: webkit_tests (with patch): 31 mins, 15 secs archive_webkit_tests_results: 36 mins, 46 secs https://build.chromium.org/p/tryserver.chromium.win/builders/win_chromium_rel_ng/builds/237683 I poked around previous runs and saw similar numbers. The linux_chromium_rel_ng bot seems to run tests in 30-40 minutes and archive results in 3-4 minutes.

Correction: 'forever' in bug 310382 was '9 minutes'. This bug is about n x forever :)

This also happened on waterfall bots, e.g. https://build.chromium.org/p/chromium.webkit/builders/WebKit%20Win7/builds/43283. At this moment, the step has elapsed 27 minutes and not finished yet.

This has recovered but it seems like a serious bug that could crop up again since there was no root cause found. I think most folks who watch for these issues are cc'ed on this and are aware it happened, so we can probably close this for now.
