Can't get to menu bar in Full Screen mode

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36 Steps to reproduce the problem: 1. Enable Full Screen mode using "View->Enter Full Screen" menu item or click on the green window control in the upper left of the window. 2. In Full Screen mode, move the mouse to the top of the screen What is the expected behavior? This used to (don't know how many versions back) bring down the menu bar, which made this different (and more useful in my daily workflow) than Presentation Mode. What went wrong? Nothing happens. No menu bar. I don't want to exit full screen mode to get to my menus. Full Screen and Presentation are related modes, but they aren't the same for good reasons. Did this work before? Yes Chrome version: 50.0.2661.102 Channel: stable OS Version: OS X 10.11.5 Flash Version: Shockwave Flash 21.0 r0
