Top bar misplacement in Chrome iOS

Steps to reproduce the problem:
1. Go to uber.com
2. Scroll bounce until the top bar misplaces
3. 

What is the expected behavior?
The topbar should not misplace

What went wrong?
The top bar misplaces

Status: Fixed (was: Assigned)
In 52, I could reproduce. In 54 I can't anymore. Same in canary. There was a code change recently to fix another issue, I'm assuming this fixed this one as well.
