Search+L to Lock Chrome OS doesn't work in Next, but does in Classic

Issue description

Mode: force_next
Version: 52.0.2743.32
Reproduction Steps: 
1. In Classic, lock Chrome OS with Search+L
2. In Next, Lock Chrome OS with Search+L

Observed:
Classic locks, but Next navigates to next list

Expected:
Possible to lock Chrome OS with Search+L in Next

This is expected. Press search+shift+escape, then search+l.

I found a one-handed and more efficient way of locking chromeOS:
1. alt+shift+s for status bar
2. Shift+tab to lock
3. SPACEBAR

TOtal # steps is one more, but it's faster and only requires one-hand.
