Task Manager is *not* accessible

Issue description

Mode: force_next
Version: 52.0.2743.32
Reproduction Steps: 
1. Search+Esc
2. Search+Arrow or Tab through Task Manager

Observed:
A few unlabeled buttons and task manager dialog

Expected:
Possible to traverse task manager entries, specifically see process name, CPU and RAM utalization

Looks like this is an old issue I reported 4.5 years ago:
Issue 101762 ⚐	A11y: task manager (shift-escape) isn't accessible using screenreaders in Chrome 17
Figuring out some way to make this accessible would be helpful for a user to see what is running and to kill off processes. Buttons need labeling, and list should be made accessible by just arrowing. At present, one can use CVox right and left arrow to read the list items after one uses up/down arrow to navigate to each individual item.
