Role="dialog" cannot be interacted with using search+arrows

Reproduction Steps: 
1. plus.google.com
2. ? for keyboard legend
3. Search+Arrow to read through dialog

Observed:
Dialog container is read, but nothing inside of it

Expected:
Next equivalent of CLassic, where it's possible to intteract with text in dialog
