Buttons double-speak in Hangouts/BUg report

Reproduction Steps: 
1. hangouts or searcH+a+i
2. tab to attach a photo/emoji/submit issue
3. Note a11y-label for <button>

Observed:
label is uttered 2x for buttons

Expected:
Label to be uttered once for buttons
