Deleted/Creating a bookmark saves a duplicate copy of an offline page.

Issue description

Version: 53.0.2764.0
OS: Android L

When deleting and recreating bookmarks for the same page, duplicate copies of the offline page appear in Offline Pages/archives directory.

What steps will reproduce the problem?
(1) Start Chrome 53.0.2764.0
(2) Navigate to slashdot.org, bookmark the page
(3) Delete the bookmark
(4) Bookmark the page again
(5) Open /data/data/com.chrome.canary/app_chrome/Default/Offline Pages/archives

What is the expected output?

Only one version of the page should exist.

What do you see instead?

Instead, a duplicate copy is created.  Repeating steps #3 and #4 will continue to creating duplicate copies.
