Chromevox is broken in EULA page |

Issue descriptionVersion: 52.0.2743.32 / 8350.21.0 What steps will reproduce the problem? (1)Recovery install chromebook and navigate to EULA screen (2)Enable chromevox (3)Tab through the screen What is the expected output? Chromevox should read out the items in the screen when we tab through What do you see instead? The chromevox reads all things correctly for 1st time. Once we navigate to status tray and tab from it, the chromevox bar on the top of screen displays status tray text and the spoken feedback doesn't speak anything when we tab through the page

I checked on 53.0.2773.0 , in the EULA page, once we navigate to status tray and tab from it, the chromevox bar on the top of screen displays status tray text and the spoken feedback doesn't speak anything for couple of seconds. After that the focus shifts to the thing we tabbed to and then again it starts reading as normal. The cvox takes time once we tab from status tray to again speak out normally.

1. Press tab on EULA screen until reaching the status tray. 2. Pause for a moment and hear that status tray text is read. 3. Press tab again several times. 4. Focus moves around the page, but no text is read. (E.g. focus is on "Back" button, but nothing is read). 5. After some seconds, ChromeVox kicks in again. Presumably, this is because of the delay needed for ChromeVox to start reading the very long EULA text. Even when user has just tabbed past it, ChromeVox tries to read it out.
