"Sync to" section isn't disabled when sync is off

ENVIRONMENT and STATS
Chrome versions: 53.0.2764.0
OS: Android

REPRO STEPS
Pre-condition: Add two Google accounts to the android device

1. Sign in to Chrome
2. Go to Sync settings and tun off sync.
3. Click on "Sync to" 

ACTUAL RESULTS
Nothing happens.

EXPECTED RESULTS
All the Google accounts available are displayed and the user be able to switch accounts.

ADDITIONAL INFO
On IOS even after turning off sync the user has the option to switch accounts.

Actually, I think this is a bug on the iOS side. If you've turned off sync, you shouldn't be able to switch to a different sync account (you should have to turn sync back on first).

Benoit - can you please take a look? Low priority - whenever you have time.

Verified on iPhone 6SPlus( 9.2.1), iPad Air(9.3.1) on 53.0.2774.0 Canary. Unable to switch accounts when Sync is OFF.
