Steps to reproduce the problem:
1. Close ALL browser windows
2. Do not allow chrome to continue in bg
3. Open a new chrome window

What is the expected behavior?
window launches quickly

What went wrong?
Windows desktop flickers, desktop icons turn white then redraw. This issue has been previously reported as 449569 verified as bug, and fixed in v41.0.
