I've heard a few developers complain that preventing pull to refresh is very difficult.

Can we add a new key in the manifest to prevent pull to refresh?

Although it technically couldn't start working instantly (before the manifest is downloaded) its easy for developers and a reasonable place for the setting to live.

I've cc'd a couple of people that may have opinions here. If everyone is OK with the change I'll try to find someone to volunteer to implement.
