After chrome downgrad, user_data_dir and disk_cache_dir will be renamed and deleted. However, this can not be done for root directory because it can't be renamed.

We need to know if there're lots of enterprise customers using root dir as user_data_dir/disk_cache_dir before solving this issue (i.e. via sub-dir).
