Ripple is off-center on checkboxes

I believe the resizing of the checkbox from 18 > 16px is causing the ink ripple to be off-centered. 

Coupled with shrinking the size of the ripple to avoid cut-off (crbug.com/617756), can we also ensure the ripple is centered?
