DUT repair should try re-installing software if AC power isn't detected

Issue descriptionThe Autotest repair process restricts the specific procedures it tries based on the failure symptoms. In particular, if a DUT says "I can't run tests because I'm not plugged in to AC power", the only repair procedure we try is to turn power on using RPM. In particular, we don't try to reinstall the stable repair image. ITOT bugs where the DUT has AC power but can't detect it are a thing, and they're likely enough that they've occurred in the wild (see bug 617704 ). So, when the symptom is "AC power is not plugged in", repair needs to try re-installing stable software.
