Get devil's device tests running on the catapult CQ

Summary: Get devil's device tests running on the catapult CQ (was: Get devil)
Let's try that again.

devil currently only runs python unit tests that don't touch the device on catapult's CQ. We have a few device tests that run against actual devices. We should enable those on the catapult bots, then try to write a few more of them.
