[Autofill] Investigate merging variations of compound last names

Issue description

Chromium is getting smarter about understanding variations of given and middle names.

Some users have compound last names. It's not immediately clear whether or not we should give this any consideration when consolidating profiles.

For example:

If a user goes by [*]

  - Hillary Rogers-Carlton 
  - Hillary Rogers
  - Hillary Carlton

Should these profiles be merged to Hillary Rogers-Carlton or should they all remain separate?

Investigate and determine the appropriate handling of this.

[*] All names are fictitious and serve as example cases only. No identification with actual persons are intended nor should be inferred.

I don't think these should be merged.

This isn't quite the same as picking up missing middle names or initials. The use of compound last names can differentiate between social and legal names or between different expressions of a family name.

We can't tease the name apart again the way we can with middle names or initials.

We're leaving compound last name handling as is (last names are atomic)
