Regression: Scroll bar disappears after clicking on 'Scroll' icon at 'accenture.com'.

Issue descriptionChrome Version: 53.0.2764.0 (Official Build)bd10cc1ecbbcc95f143d19911a6d3b81b8043d65-refs/heads/master@{#399036} 64 bit OS: Mac (10.11.4) URL: https://www.accenture.com/in-en/careers Steps: 1. Launch Chrome and navigate to above url. 2. Scroll down the page via mouse wheel and click on 'To top' seen at top L.H.S of page. 3. Now click on 'Scroll' icon seen at bottom R.H.S of page and observe the scroll bar. Actual: Scroll bar disappears after clicking on 'Scroll' icon or simply scrolling via mouse wheel. Expected: Scroll bar should not disappear after clicking on 'Scroll' icon or simply scrolling via mouse wheel. This is a regression issue broken in M-52, below is other info. Sorry I commented on the wrong thread. The CL is only doing changes on unit tests, and should not affect the production code. It is notable that when running this in chromium instead of canary, where there is no video playing, the scrollbar does not disappear. Also this issue only occurs when you plug a mouse to a mac and disconnect the touch pad (so that the scrollbar is always supposed to show up). Suspecting r388724, since it touches the video decoder and there are changes on mac. I'm assigning this to ccameron@ (I will be travelling and not able to gain access to a mac desktop next week), please feel free to re-assign, thanks!

Also, this probably needs manual bisect, since chromium does not reproduce this bug.

Unable to reproduce the issue on Mac 10.11.5 using latest M-53(53.0.2780.0).Observed that able to see scroll bar after clicking on 'Scroll' icon or simply scrolling via mouse wheel. Please find attached screencast. jshanbal@Could you please check the issue on latest canary 53.0.2780.0 and confirm whether issue still persists or not.

This is Fixed in the latest canary(53.0.2785.0) but issue is still seen on the latest Beta(52.0.2743.60). Reverse bisected to find the exact CL that fixed this issue. Last bad build: 53.0.2769.0 First good build: 53.0.2770.0 Unable to provide the reliable tool result as Chromium invoked all the good builds. M52 Stable is launching very soon! Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and get it merged ASAP. All changes MUST be merged into the release branch by 5pm on July 8th (in case if you missed today's 5:00 PM PST deadline) to make into the desktop Stable final build cut. Thank you!

Unable to reproduce the issue on mac 10.11.5 chrome version canary 54.0.2787.0 and 52.0.2743.60 Removing RBS for now since not reproducible on latest builds. Please feel free to add if required jshanbal@, Could you please respond as per comment #12

With response to comment #12, please find the attached screenshot of gpu. Above issue is reproducible on latest canary version 54.0.2794.0 on Mac 10.11.4.

This may be an HD4000 bug, similar to issue 627666 . We should start an AVSampleBufferDisplayLayer blacklist.
